1.Check the batteries in your mouse if the device is battery-powered. Weak batteries in a wireless mouse can cause unpredictable effects, including unexplained scrolling.
2.Observe your typing habits to ensure that you are not accidentally pressing the “Page Up” or “Page Down” keys. Your scrolling problem could be as simple as a slip of the finger.
3.Download and install the latest drivers for your mouse. Drivers are available on the mouse manufacturer’s website.
4.Inspect your mouse and the surface on which you use it for dust, food particles or other debris that could interfere with proper use.
5.Test the mouse in a different USB port. If the scrolling issue resolves when you use a different port, you might have a defective USB port.
6.Disconnect USB devices that you don't need to limit interference with the mouse's signal.
7.Test your mouse and keyboard on another computer to see if the scrolling issue follows your hardware.

When I'm in certain programs like Notepad, Windows keeps slowly scrolling down infinitely. I figured my mouse was going bad. However, after unplugging both the mouse and the keyboard, the issue still persisted. I can stop it by holding down CTRL. I've rebooted windows a couple times now, so that won't help. I really haven't found anything like this on Google.
It doesn't happen in Chrome, File Explorer, Microsoft Word, or really anything else. Just random programs like Notepad and Nexus Mod Manager. Any help is greatly appreciated here.
