There could be multiple things abnormal about your machine when you see this message. Sometimes, your laptop might not show the charging indicator (that tiny LED). Or maybe, charging light is on but you don’t see any signs of your battery charging up. Usually, the battery percentage will be stuck at some random level, often at 0 percent forever.
Ok went out & bought a new battery from Batteries Plus so not some fly-by-night ebay shop. And now it sees the battery but says 0% available, plugged in, charging but never charges! It's been 2 days. So I'm back to Win7 starter but it won't charge! What's your suggestion on this now! You can't blame a brand new battery! And all connections & the power cord have been tested & are working fine!!

The only thing this indicates is that the problem is not the battery. Please take the time and have a look at the following link for a graphic of a typical laptop charging diagram.

You will see that the power cord, adapter, and plugs are simply the visible components. There are around 6 different computer chips, on a circuit board, inside the laptop case that are involved in the charging circuit. In that diagram, note that the only thing Windows does is to provide the information that the charging circuit is reporting, to the user. In that diagram, you can click any of the chips to get a description of what it does.
It would be different if it were just me or maybe even 10 others w/ this problem or we all had Toshiba netbooks, but when it's 100's of people w/ every kind of laptop & netbook, I again have to say 'How can it not be a Windows issue??' Please Microsoft look into this issue!! I bought this computer for it's transportability! Now I have to always be plugged in!
Most users do not know this, but over 90% of the laptops in use, worldwide, come from only 2 different manufacturers, in China. They customize the laptops according to the OEM companies specifications (Toshiba, Dell, HP, etc) but the basic laptop are all the same design, with the same charging circuit.
